About [API :List enterprise users] is not work

hi,everyone
the api : List enterprise users is not work from yesterday.
the api is ok before yesterday .why and how to it work?
I want to get user id by login email.

now the API return is nothing .

I did not ask any parameters. I ask for the whole list

yes.have solved.
app → composition → App Access Levels
Apps + Enterprise Access click and save ,then approval .

I did that and I still got the issue. Some other option to check maybe.
